The Wetschester County Department of Human Resources - administers civil service for 121 local jurisdictions, including cities, towns, villages, school districts and libraries. The cities of Mount Vernon, New Rochelle, White Plains and Yonkers are separate civil service agencies, and administer civil service independent of Westchester County.
